Calorie deficit questions

Hey! I recently started a weightloss project. I’m 188 cm tall, started at 108 kg, and my goal is 85 kg. I run and lift weights 3 times a week.

I have two things I am in doubt about, that I hope you smart people can help explain :-)

1) I am working with a goal of 2200 kcal per day, but most days I end up around 1500-1800 calories, without going hungry at all. I eat pretty clean, and aim for high protein meals, 150+ g of protein per day.

Is it an issue consistently eating below my target kcal goal?

2) Is every calorie equal? Let’s say I eat 1700 calories and are full, would it hurt my goal to eat 200 kcal worth of sweets in the evening? I am staying below my target kcal goal, but I mean, is candy ever good?
