5’2 165 lbs.

Im so frustrated because the scale has been consistent at 165 for about a year now. I live an extremely healthy lifestyle with occasional breaks in my eating habits infrequently such as when i’m on vacation. Im active due to my work in healthcare netting about 10k steps a day 3-4x a week. No matter what I do the scale is stagnant and it even goes up 1-3lbs then back to 165. The only guess I can make is that it is mostly muscle mass? But i am unsure how to fix that since my only form of exercise is work at the moment. When i was weight lifting at the gym I was at my heaviest according to the scale. I want to go down to 130 ideally for my BMI. Any thoughts? Or does anyone have similar body composition as me??
