Help! Am I getting my calories count wrong? Struggling to lose my last 5 lbs

I am currently 5'9 28M at 150 lbs. I'm trying to get down to 145lbs before doing a bulk.

I workout 6 days a week pretty hard, usually to failure (3 days weightlifting 3 days running). I went from 180 -> 150 over the last year but struggling at these last 5 pounds. In the past week, I've been really strict about eating 1700 calories but I feel like I'm starving / really weak even at resting so I feel like this isn't healthy for me. Am I getting my calories wrong or something else or is this just how it is suppose to feel?
