How can I stop feeling insanely hungry all the time?

So this month I'm trying to follow a plan of eating 1600 calories as I have a sedentary lifestyle (would need 1900 calories to maintain current weight). I've gained 15 pounds since September of last year when I moved away for school (over the past 16 months I've eaten a lot of junk food), and I'm trying to be more strict with myself, starting this month. I definitely see some rolls on my body and want to fix that.

The problem is, with 1600 calories I'm always hungry. And it's 1600 calories of healthy, warm, home-cooked, filling food. I'm putting nutritious food in my body, but my brain keeps craving junk. Usually water doesn't satiate me so I think I'm just craving uncontrollably.

I really want to accomplish my goal of exercising at least 2 hours per week (currently I do not exercise), but if I exercise, it makes me binge-eat, even if I increase my daily calorie intake by what I burn from exercising.

Food has always been a psychological comfort for me growing up as I had some difficult times, so I think that may also be a factor in why I binge like crazy whenever I break.

I've tried eating more meat (at least 4 oz per meal), and it has helped a bit with keeping me full, but I still always keep craving more food. Usually I crave fries or juicy burgers, so the common denominator seems to be fat. The problem is, incorporating more fat into my diet always causes some stomach discomfort for me and always makes me feel weaker- I never feel satisfied from eating fat and it always feels like empty calories going down. I've tried incorporating avocado and butter before, and both have had this effect on me.

So I need help with figuring out why I am always hungry and how I can stop being hungry all the time? And how can I exercise if it'll make me binge? Any help would be amazing, or even any recommendations to x-post in another subreddit :)
