Loose skin or fat?

Okay guys. I need help. I am a 22 M and have lost 100 pounds (currently weigh 165 lbs and am 5’11”) but my lower belly just won’t seem to change no matter how long I stay cutting. I am losing weight, but the appearance of my lower belly is not changing.

Here is a video ( https://imgur.com/a/Zz99pBP). The reason I believe that it might just be loose skin is because of the way that it droops.

Is this loose skin or subcutaneous fat?

And, if it is in fact loose skin, then should I keep cutting? Or should I start bulking and try to fill in the loose skin?
