Losing very little weight over two months despite meticulous calorie counting, can someone help me with what I'm doing wrong?

M / 25 / 5'11. Currently weigh 246 lbs. I eat around 1500 calories every day (I cook for myself and carefully weigh everything I eat) compared to TDEE of ~1900, and I go to the gym a couple times a week for around half an hour of intensive weight lifting or cardio.

Here is my progress for the past few months:

5/29: 250.4 lbs

6/1: 252 lbs

6/2: 248.2 lbs

6/3: 240.6 lbs

6/5: 248 lbs

6/10: 247.8 lbs

6/13: 246.2 lbs

6/21: 248.8

6/23: 247.8

6/25: 248.6

6/27: 245

6/28: 246

6/29: 245.2

6/30: 248.2

7/1: 249.7

7/11: 242.8 (lost water weight due to sickness)

7/15: 246

So I've lost four pounds over a month and a half? Seems very slow compared to how much I'm cutting.

I thought that ~2 lbs for week is the fastest (but still safe) rate to lose weight, how do I get to that rate?
