Struggling. Is there a point at which it's not possible to lose without adding more exercise?

Hi, I'm 31f 5'4" 140 lbs, and I've been stuck going back and forth between 139-142 lbs for 2 months now and can't seem to get any further. The previous 10 lbs I lost this year with calorie counting came off much more easily, and the 100 lbs before that I didn't calorie count, so I'm still pretty new to tracking everything.

I'm eating 1200-1500 calories a day, so average around 1350. I am nearing the end of couch to 5k running program, 30 minutes 3 times a week, walk my dog daily (2 miles minimum) with the occasional missed day, and try to lift weights when I have time and energy. Honestly I used to be more active, was getting more like 15000 steps a day without running and was hiking 3 or 4 times a week. I'm still hiking once or twice a week, but it's only for like 1-2 hours. My dad went on to Hospice recently and my days are kind of all over the place and often unpredictable, so it's become harder to fit in or plan exercise, and even when I have the time, I'm so tired it's hard to make myself do it. I kind of can't imagine eating less, I'm already hungry a lot, but wondering if I'm still over eating for my activity level, or need to add in more activity. Appreciate any advice for getting out of this plateau. Thank you!

Editing to add: I was eating 1500-1650ish earlier this year when I was losing readily, but somewhat more active.
