I’ve plateaued

I’m 18F, 5’5”, currently 131lbs. I know my weight is considered normal for my height and age. However, I’m basically skinny fat. I look fine, but I have just excess fat on my body and practically no muscle. I’ve been trying to lose weight since the end of September now. I started at 138lbs. I don’t even know if this is actual fat or just water weight, glycogen, etc. I eat 1450-1550 calories a day. I run twice a week, 2.5 miles each time. I also do resistance training 3 times a week for about an hour and 15 minutes. My weight as practically stayed about the same for the past few weeks. I’m not sure what to do. I also do a refeed day of about 1800-1900 calories, once a week. I don’t eat back the calories I lose when exercising. I’m not sure what I should do. I did change my diet, I am eating more protein. Any advice would be great thanks!

Edit: My refeed day is very high carb and high protein. Also I do have a job where I am on my feet for 10-12ish hours a week. I also help do errands, so I am not just sitting around a lot other than for my online classes.

Edit 2: I honestly am not even sure of what my goal weight is, probably the low 120s or high 110s. I just want to get to a point where I look better.
