Huge dilemma

I used to be pretty active about 6 years ago - I played volleyball 3 days per week for 3 hours back then but ever since I stopped all sorts of exercise , I noticed my arms were now all fat and flabby. Actually, I didn't like how my arms looked back then - It looked huge with muscles but at least its better than it looked now. I also gained some weight over the years - I weight about 51kg now and my ideal weight is around 42kg-45kg (I'm 5'0). Since a couple of weeks ago, I've been watching out on what I eat and make a point to run at least 3-4 times, 20mins per week with this app called couch to 5k to monitor my progress. I know theres no such thing as spot reducing fat but I'm thinking of buying a dumbbell (not sure how many kg to buy though) and do some weight lifting along with running. Heres the thing, I know strength training burns more calories compared to just running in the same amount of time but I'm afraid of bulking up in my arms area again. Should I just stick to running and run longer period of time to get to my ideal weight and hope I will lose some fat in my arms or should I do some strength training?
