I'm not entirely sure why I'm not losing weight/fat

24/M I'd guess that I might be skinny fat, look fine in clothes but not at all out of them.

I'm 5'7 and weigh 165. There's a lot of pudge pretty much everywhere and like there's no real muscle that stands out when I'm not wearing clothes.

I've tried a lot of things like eating less (1200 calories) eating more while lifting (2000-ish calories) I've even dipped into eating under 800 calories a day thinking I'd at least stop after I dropped some weight but nothing has worked at all.

I'm currently eating at around 1500 but not working out and trying to see what the food alone does so I can adjust it and fit in working out but I'm still in the same place.

I don't drink, binge eat, skip out on sleeping, and I know it's probably unlikely to a lot of people but I'm not calculating my calories incorrectly. I use a scale in everything and keep everything I cook bland so I don't forget to log the little things (which I will forget) I keep it really simple to track and still am not losing any fat.

TL;DR: Counting calories, eating low, not losing weight. Too few calories or what?
