19yo Male who has gone from 129-149 lbs. Worth "cutting" or at least recomp?

I am not sure if a bulking/cutting question is appropriate for this sub so I apologize in advance.

I started lifting in April (seven months ago) and I have went from 129 lbs to 149 lbs. My max squat, bench, and deadlift are roughly 190/100/180 lbs respectively. I ran Stronglifts 5x5 before switching over to Reddit PPL in my first several months but I did not get very far in linear progression regardless of my caloric intake, form, or sleep (I essentially stalled every single time I added weight to the bar). I have recently switched over to 531 for beginners as recommended by other users in /r/fitness.

I feel hesitant to do a cut since most of my muscular development went to my legs and arms. I am not too concerned about aesthetics but I worry about health, hormonal levels and my body fat% interfering with strength gains (https://www.strongerbyscience.com/being-strong-is-not-an-excuse-to-be-fat-and-being-fat-is-probably-holding-you-back/). To my knowledge, a greater BF percentage leads to increased levels of estrogen; I had a few people recommend cutting but some others stating I have nothing to cut; I would like some input preferably from a health standpoint. I am 5'5 (short) and I am a little heavy for my height.
